RFP 01-1214-23 HTRFA - Banking Services
Description: |
The Historic Triangle Recreational Facilities Authority (the Authority) is soliciting sealed proposals from qualified public depositories authorized to conduct business in the Commonwealth of Virginia to provide banking and investment services needed by the Authority. The objective of requesting proposals is to determine which qualified offeror can provide the highest quality service at the most reasonable cost. It is the goal of the Authority to establish a contract with the financial institution selected to provide banking services for the Authority’s needs. The resulting contract will be for three (3) years, with two (2) additional one (1) year renewals for a potential total of five (5) years. Primary contact between the selected Contractor shall be the Treasurer of the Authority. (In accordance with the Authority bylaws in the absence of an appointed Treasurer, the Director of Finance for the City of Williamsburg, VA, will serve as the Treasurer for the Authority). The Authority was formed to oversee the construction and management of regional recreational facilities as part of the redevelopment of the 160+ acres alongside the Colonial Williamsburg Visitor Center. The Authority is tasked with leasing property, procuring the construction and financing for the project, and managing the operations of the facility once it has been constructed. Initially, the Authority requires an operating account and an electronic clearing account with other accounts such as a payroll account to be opened as needs change during the contract term. Daily Bank balances are anticipated to be in the range of $2 million to $20 million and may vary significantly as construction is completed and operations commence. The Authority was created as a political subdivision of the Commonwealth of Virginia by concurrent resolutions adopted in 2021 by the Williamsburg City Council and the Boards of Supervisors of James City County and York County pursuant to §15.2-5600 et seq. of the Code of Virginia (1950), as amended (the “Act”). As a political subdivision, the Authority is a public depositor as defined under the Virginia Security for Public Deposits Act (Sections 2.2-4400 through 2.2-4411 of the Code of Virginia). Public deposits required to be secured pursuant to this Act must be deposited in a qualified public depository. A "qualified public depository" means any national banking association, federal savings and loan association or federal savings bank located in Virginia, any bank, trust company or savings institution organized under Virginia law, or any state bank or savings institution organized under the laws of another state located in Virginia authorized by the Treasury Board to hold public deposits. |

Minimum Qualifications 1. An offeror shall at all times comply with applicable federal, state, and city laws, ordinances, rules, and regulations, including but not limited to the Virginia Security for Public Deposits Act (Chapter 2.2-4400 of the Code of Virginia). It must be a qualified public depository as defined in the Virginia Security for Public Deposits Act with a capital structure sufficient to support deposits by the Authority. An offeror must submit its latest public depositor’s consolidated report of conditions filed with the Virginia State Treasurer as evidence of its ability to meet the capital structure requirements stated above. The bank selected to perform banking services for the Authority shall maintain a sufficient capital structure during the agreement term. 2. An offeror shall have at least five (5) years of demonstrated experience providing custodial banking services, preferably with public sector/governmental organizations. 3. An offeror must be a member of the Federal Reserve System and have access to all its services. 4. Be a Federal Deposit Insurance Corporation (FDIC) insured institution. |

Description: |
The City of Williamsburg, James City and York Counties have jointly chartered the Historic Triangle Recreational Authority pursuant to the Public Recreational Facilities Authorities Act, (Virginia Code § 15.2-5600, et. seq.) for the purpose of constructing and operating a large-scale recreational facility capable of attracting and hosting a broad array of athletic events and competitions, sufficient in scope to draw participants and spectators from a large geographic area. It is anticipated that the facility would be located in the City of Williamsburg on a portion of land currently owned by the Colonial Williamsburg Foundation on which the Colonial Williamsburg Visitor Center is currently located. The Authority will be responsible to acquire the necessary real property by purchase and/or long-term lease, and will further be responsible for the development of the real property for the aforesaid purposes, and for the operation of the facilities constructed on the property (cumulatively referred to as the “Project”.). Development of the Project will include design and construction of all necessary improvements including obtaining of necessary funding, and ultimately operating the Project including employment of all staff necessary for its operation. It is anticipated that construction of improvements will be accomplished as a public-private partnership in accordance with the Public-Private Education Facilities and Infrastructure Act of 2002 (Virginia Code Title 57, Chapter 22.1.) |

PPEA Unsolicited Proposal for Regional Indoor Sports Facility
Description: |
The Historic Triangle Recreational Facilities Authority has received and accepted two unsolicited proposals under the provisions of the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) for the construction of a Regional Indoor Sports Facility located on property at 100 Visitor Center Drive in the City of Williamsburg. The proposal is for the construction of a facility of at least 160,000 square feet with 12 basketball courts which can be converted to 24 volleyball courts and 36 pickleball courts. At least one court should be sized to accommodate college-level play when necessary and the facility should be designed to offer championship seating options. The facility should incorporate office space, modular multi-purpose rooms, a lobby, concessions, kitchen, a mezzanine level, storage, box office/ticketing all appropriately sized to support the playing courts. Proposals incorporating the sports facility within the context of a larger master plan development including other potential elements is encouraged. The Authority intends to evaluate the unsolicited proposals and may negotiate a comprehensive agreement with one of the private entities based on the proposals. However, in accordance with the Authority’s Guidelines for Implementation of the Public-Private Education Facilities and Infrastructure Act of 2002 (available online), other interested private entities are invited to submit competing unsolicited conceptual phase proposals for this project for simultaneous consideration.
