Historic Triangle Localities Approve Design, Financing Plan for Regional Indoor Sports Facility

Williamsburg City Council, James City County Board of Supervisors, and York County Board of Supervisors have committed to the regional indoor sports facility, each approving the project’s design concept, cost estimate, and financing plan at their respective meetings in the past two weeks.

HTRFA Selects Firm to Design, Build Sports Complex

The Historic Triangle Recreational Facilities Authority (HTRFA) voted unanimously on Wednesday, Sept. 14, 2022, to negotiate an interim agreement with MEB to design and build a regional indoor sports facility on property in the City of Williamsburg.

About HTRFA

The Historic Triangle Recreational Facilities Authority was formed to oversee the construction and management of regional recreational facilities as part of the redevelopment of 160+ acres alongside the Colonial Williamsburg Visitor Center.

The Authority is tasked with leasing the property, procuring the construction and financing for the project, and managing the operations of the facility once it has been constructed.

Bids & Proposals

The Historic Triangle Recreational Facilities Authority (HTRFA) voted unanimously on Wednesday, Feb. 9, 2022, to begin soliciting bids for a regional sports facility through the Public-Private Education Facilities and Infrastructure Act (PPEA).

The PPEA process allows HTRFA to choose its preferred proposal for designing and building a regional sports facility and to negotiate the contract. The Authority received two unsolicited proposals and no viable proposals through the bid process. HTRFA selected MEB for the design and build.

The Authority is currently requesting Statements of Interest from qualified youth/amateur sports facility management and/or sports tourism marketing firms.
